The FCC Requirements for Performance Testing

All carriers which receive government subsidies to provide broadband in high-cost areas must regularly conduct latency tests on their networks. Carriers who fail to complete the tests will be subject to financial penalties.

The latency test must be conducted once per minute, for 6 hours, starting at 6 PM and ending at midnight for 7 days each quarter.

The download throughput and upload throughput tests must be completed once per hour, for 6 hours, starting at 6 PM and ending at midnight.

All tests must have the packets terminate / originate at the closest of the 16 named internet exchange points (IXPs), or pass through them.

It is not a requirement that all tests be performed on the same night. However, all testing must be completed within the quarter.

Speed Master for FCC-Mandated Testing

Testing:
– Tests will be performed following TR-143
– Download Diagnostics, Upload Diagnostics, and IP Ping will be performed

Solution requirements:
– Primary MountainView server with standard licensing
– Secondary server for locations which require testing
– CPE vendors must test their CPE for TR-143 functionality.
– All CPE to be tested must be managed by the primary MountainView Server
– Tests will be performed following TR-143
– CPE to be tested must have the HUBB ID associated to them

Data Outputs from Testing
Data outputs will be provided in CSV format as follows:

DOWNLOAD THROUGHPUT
HUBB ID, CPE Serial Number, Test Start Date/Time, Test Stop Date/Time, Bytes Received

UPLOAD THROUGHPUT
HUBB ID, CPE Serial Number, Test Start Date/Time, Test Stop Date/Time, Bytes Sent

LATENCY
HUBB ID, CPE Serial Number, Test Date/Time, Max Ping Response Time (1 ping per packet, per test)
